THE FAIRFIELD OHIO RADIO KONTROL SOCIETY (FORKS) RULES and REGULATIONS (BYLAWS)

1a. The club shall have 4 types of membership. The first is Full Membership, with all rights and obligations. New members will pay an initiation fee of $20.00, annual dues of $30.00, and an annual field assessment prior to February 1st of each year, the amount of which will be set by the officers based on current needs, but will not be less than $35.00 per member. This will also entitle the member to participate in the club raffle. If a member joins after the raffle, but before October 31st, he shall still pay the full field assessment. Annual Club Dues & Fees are due by the March meeting. A delinquent member will pay the $20.00 initiation fee to continue in good standing, unless special circumstances prevail, such as illness or travel in connection with employment. This membership also requires having a complete radio system prior to joining the club.

1b.SPECIAL NOTICE: Any member having 20 CONSECUTIVE years of membership in the Full Membership category shall be awarded the following: 1. Be known as an “OLD TIMER”. 2. Be presented a name plate showing their status. 3. The prefix “OLD” shall be added to the status “Old Timer” for each succeeding 5 years: i.e. a 30 year member would be known as an “Old, Old, Old Timer”. 4. All rights and privileges of original members shall be bestowed upon them. (see paragraph #9). Anyone achieving the status of “Old Timer” thereafter shall be exempt from club membership dues.

1c. The second type of membership will be known as Junior Membership. This is for persons under the age of 16. A junior member must have a full member as a sponsor the entire time they remain as a junior member. Sponsoring a junior member acknowledges the commitment to time, knowledge, and other resources needed to support that member in their activities and assumes responsibility for that members’ conduct at the flying field and other club events. The club will be advised of circumstances concerning all junior members at a regular club meeting and a vote will be taken if called for by the membership. The membership fee is $7.00 per year. The junior member may participate in the auction, all club activities and must accumulate the required membership points, however, they are nor eligible to vote or hold office.

1d. The third type of membership will be known as Senior Membership. This is for persons between the ages of 16 to 21 who are full time students, living at home, and related to a Full Member. The membership fee will be $7.00 per year. A senior member will assume all rights and responsibilities of a Full Member except that a field assessment will not be required.

1e. The fourth type of membership will be known as Associate Membership. It is open to past active members of the club. This is a social affiliation and the fee shall be $10.00 per year. This membership has no voting or flying rights, can hold no office and will not accumulate points. The associate member will receive the newsletter and may purchase a gate key. Acceptance of reapplication for Full Membership will be done by majority vote.

1f. All membership applications will be voted on by the membership. Full Membership applicants will start with as 6 month probationary period. There shall be another vote of membership at the end of that period, to accept or reject the applicant. Any member applying for membership will have a presently active club member as a sponsor. The new member must attain at least 30 points and have a favorable report from their sponsor at the time of voting for permanent membership.

1g. A sponsor’s obligation is to educate the new member to the rules, regulations and field rules of the club, to relate the safety rules and flying courtesies, and does assume the responsibility for all club activities of the new member during the probationary period.

1h. Club membership shall be limited to an established number of members, excluding Original, Old Timers, Juniors, and Associate Members. This limit may be raised or lowered by vote of the membership.

2. Full, Senior, and Junior members shall posses a valid A.M.A. license and have signed the PGL Wavier. Application for A.M.A. license or renewal shall be made through the club Secretary and Treasure. A.M.A. dues will be paid to the Treasure by November 1st. Failure to do so will cause the member to pay his own charter fee. Proof of renewal must be shown prior to January 1st, and members failing to do so will be assessed the $50.00 initiation fee.

3. Officers shall be elected by majority vote of voting members at the first meeting in November of each year and shall consist of: President, Vice President, Secretary, and Treasure. Nominations will be made during the October meeting. The past President will become the Chairman of the Board, and the two nominees with the second highest number of votes will be the other two members of the Board of Directors. The Treasure will not be required to pay club dues in return for services rendered.

4. The club treasury shall be deposited in a bank, with any two officers are authorized to deposit and withdraw funds. It shall require both their signatures for withdraw of funds.

5. Special assessments in lieu of raising dues shall be levied, upon passage by prior motion and vote, for the purchase and payment of matters deemed necessary by the membership, and are payable within 30 days of passage. Failure to pay will result in membership termination.

6. Meetings shall be held at least once a month at a location in agreement with the majority of members present, and if necessary any rental fee will be paid by the club.

7. Contests shall be scheduled with sufficient frequency to sustain interest, and shall be of such a nature as to interest the majority of the club members. There shall be a minimum of 6 contests a year.

8. In the event of hospitalization of death of a member or immediate family, flowers, or other appropriate gift of equal value such as a fruit basket, will be sent to the members or family.

9a. The club shall have a point system. A new member begins accumulating points at the first opportunity after the meeting that the person is voted into the club (i.e. club event, required contest or meeting.)

9b. The point year runs from December thru November. Points are earned according to the current attached schedule. (Item 13) NOTE: Any member entering a AMA sanctioned event will be awarded club meeting points if he cannot make the meeting because of attending that event. 10 points will be awarded for any special point event announced in the newsletter prior to the event.

9c. The points accumulated by each member will be used for bidding on merchandise at the annual club auction to be held each December, immediately following the club meeting. If any member cannot be present for the auction he may contact the club officer 2 weeks prior to the auction and designate another member to bid his points. Member must have at least 80 points to be eligible for the auction.

10. A separate EMERGENCY FUND will be maintained and funded as follows: $15.00 from the initiation fee, $15.00 from the annual dues and $15.00 from the annual field assessment.

11. All members of the Fairfield Radio Kontrol Society shall uphold and abide by the above rules and regulations as long as they are in effect. However new rules and regulations may be adopted or any of the above rules may be suspended or amended at any time, provided that a proper motion is made and passed by the presiding membership. Such a motion shall require a majority vote for passage, and does not need be by a secret ballot. To dissolve the club, a two-thirds vote of the membership is required. Upon dissolution of the Club, assets shall be distributed for one or more exempt purposes, such as the Academy of Model Aeronautics Scholarship Fund, within the meaning of section 501 (C) (3) of the Internal Revenue Code, or corresponding section of any future Tax Code, or shall be distributed to the Local Government for a public purpose. Said distribution shall be determined by majority vote of the attending membership on the recommendation of the then current Club Officers and Trustees.

12. Disciplinary Procedures
Step 1: It is the responsibility of all members to remind others when rules are violated. When someone is approached for a rules violation, the violating member should review any rules with which they are not familiar.
Step 2: If another violation by this member occurs they will receive a verbal warning by a club official. A club official is an officer, board member, contest director, or other person appointed by the club and acting in an official capacity. The club official does not need to see the offense first hand if there are reliable witnesses, but must be reasonably sure that a violation did take place. The witness/es must provide specific information as to type of violation and time when it occurred. The club official, if not an officer, will notify an officer of the verbal warning and the circumstances up to that point.
Step 3: Any further violation by the member will be submitted to the board of directors in writing. Details including the offender, the violation, and the date need to be provided. This can

be submitted by any member and must be signed. Anonymous submissions will not be processed. Two members witnessing the violation is preferred but not necessary. The first offense submitted in this manner, if approved by majority vote of the board of directors to determine that a violation occurred, will result in a written warning by the board of directors to the offending member. The contests of this warning will be added to the minutes of the following meeting. Flying privileges for the offending member will be suspended for 30 days upon receiving the written warning. The suspension dates “from” and “to” will be stated in the written warning.
Step 4: Any further violations, once submitted and determined by the board of directors to have occurred, will result in the member receiving a letter from the board of directors that their membership has been terminated and they no longer have any privileges that are associated with the membership in the FORKS. No dues, fees, or assessments will be refunded.
False accusations by any member will result in the immediate termination of that member.
